    Valuing Avoided Soil Erosion by Considering Private and Public Net Benefits

    The population in New Zealand is expected to increase to over five million by the mid 2020’s from the current level of 4.3 million (Statistics New Zealand, 2009). An increasing demand for primary produce as a result may put pressure on marginal land to be farmed. Understanding the economic value of avoided erosion in New Zealand is therefore an important factor in policy making to optimise the soil related activities in the economy. Establishing a methodology for estimating the economic value of avoided soil erosion is the first step in assessing the problem. This study uses the future forest scenarios developed by Scion to identify potential afforestation areas and thereby compare the current erosion/sedimentation status under current land-use (non woody vegetation) with potential future afforestation. The study aims to quantify the incremental public and private net benefits from the change in scenario. The notion has come under different headings in the literature, such as on-site and off-site erosion effects or sediment and soil erosion effects, all of which recognize the importance of separation of effects to avoid double-counting. The separation into public and private benefits and costs in this case, while avoiding double-counting, will also help identify appropriate policy instruments to avoid soil erosion damage using the private and public net benefit framework (Pannell, 2008).Environmental Economics and Policy, Land Economics/Use,

    On the segmentation and classification of hand radiographs

    This research is part of a wider project to build predictive models of bone age using hand radiograph images. We examine ways of finding the outline of a hand from an X-ray as the first stage in segmenting the image into constituent bones. We assess a variety of algorithms including contouring, which has not previously been used in this context. We introduce a novel ensemble algorithm for combining outlines using two voting schemes, a likelihood ratio test and dynamic time warping (DTW). Our goal is to minimize the human intervention required, hence we investigate alternative ways of training a classifier to determine whether an outline is in fact correct or not. We evaluate outlining and classification on a set of 1370 images. We conclude that ensembling with DTW improves performance of all outlining algorithms, that the contouring algorithm used with the DTW ensemble performs the best of those assessed, and that the most effective classifier of hand outlines assessed is a random forest applied to outlines transformed into principal components

    The complete genome sequence of Staphylothermus marinus reveals differences in sulfur metabolism among heterotrophic Crenarchaeota

    <p>Abstract</p> <p>Background</p> <p><it>Staphylothermus marinus </it>is an anaerobic, sulfur-reducing peptide fermenter of the archaeal phylum Crenarchaeota. It is the third heterotrophic, obligate sulfur reducing crenarchaeote to be sequenced and provides an opportunity for comparative analysis of the three genomes.</p> <p>Results</p> <p>The 1.57 Mbp genome of the hyperthermophilic crenarchaeote <it>Staphylothermus marinus </it>has been completely sequenced. The main energy generating pathways likely involve 2-oxoacid:ferredoxin oxidoreductases and ADP-forming acetyl-CoA synthases. <it>S. marinus </it>possesses several enzymes not present in other crenarchaeotes including a sodium ion-translocating decarboxylase likely to be involved in amino acid degradation. <it>S. marinus </it>lacks sulfur-reducing enzymes present in the other two sulfur-reducing crenarchaeotes that have been sequenced – <it>Thermofilum pendens </it>and <it>Hyperthermus butylicus</it>. Instead it has three operons similar to the <it>mbh </it>and <it>mbx </it>operons of <it>Pyrococcus furiosus</it>, which may play a role in sulfur reduction and/or hydrogen production. The two marine organisms, <it>S. marinus </it>and <it>H. butylicus</it>, possess more sodium-dependent transporters than <it>T. pendens </it>and use symporters for potassium uptake while <it>T. pendens </it>uses an ATP-dependent potassium transporter. <it>T. pendens </it>has adapted to a nutrient-rich environment while <it>H. butylicus </it>is adapted to a nutrient-poor environment, and <it>S. marinus </it>lies between these two extremes.</p> <p>Conclusion</p> <p>The three heterotrophic sulfur-reducing crenarchaeotes have adapted to their habitats, terrestrial vs. marine, via their transporter content, and they have also adapted to environments with differing levels of nutrients. Despite the fact that they all use sulfur as an electron acceptor, they are likely to have different pathways for sulfur reduction.</p

    Exploring the future of data-driven product design

    Connected devices present new opportunities to advance design through data collection in the wild, similar to the way digital services evolve through analytics. However, it is still unclear how live data transmitted by connected devices informs the design of these products, going beyond performance optimisation to support creative practices. Design can be enriched by data captured by connected devices, from usage logs to environmental sensors, and data about the devices and people around them. Through a series of workshops, this paper contributes industry and academia perspectives on the future of data-driven product design. We highlight HCI challenges, issues and implications, including sensemaking and the generation of design insight. We further challenge current notions of data-driven design and envision ways in which future HCI research can develop ways to work with data in the design process in a connected, rich, human manner

Since the attack to the Charlie Hebdo offices, city-regions and social media digital technologies have increasingly been changing the definition of 'territory of security' and 'security governance'. What are the characteristics of the security architecture created by the interaction of smart city-regions and digital technologies? Drawing from Actor-Network theory and Science and Technology Studies, we provide an empirical account of the shape of this new territory, by presenting a study of the controversy concerning security and social media in UK, the role of cities in this changed security space, and how social sciences can help better understand and respond to the opportunities and threats of smart cities

    National-scale geodata describe widespread accelerated soil erosion

    Accelerated soil erosion can result in substantial declines in soil fertility and has devastating environmental impacts. Consequently, understanding if rates of soil erosion are acceptable is of local and global importance. Herein we use empirical soil erosion observations collated into an open access geodatabase to identify the extent to which existing data and methodological approaches can be used to develop an empirically-derived understanding of soil erosion in the UK (by way of an example). The findings indicate that whilst mean erosion rates in the UK are low, relative to the rest of Europe for example, 16% of observations on arable land were greater than the supposedly tolerable rate of 1 t ha−1 yr−1 and maximum erosion rates were as high as 91.7 t ha−1 yr−1. However, the analysis highlights a skew in existing studies towards locations with a known erosion likelihood and methods that are biased towards single erosion pathways, rather than an all-inclusive study of erosion rates and processes. Accordingly, we suggest that future soil erosion research and policy must address these issues if an accurate assessment of soil erosion rates at the national-scale are to be established.     Cosmopolitanism, Self-Interest and World Government

    Cosmopolitans, if they are interested in seeing their principles realised, must hope that persons worldwide can become motivated to act in accordance with what those principles demand. But although it is important that genuinely moral motives are developed, we should not ignore the potential pragmatic value of self-interested motives to the realisation of cosmopolitan ends. This article considers three such motives: economic self-interest, prudent self-interest and democratic self-interest. I argue that in each case, usefully harnessing these motivations implies or requires global political integration that amounts to ‘world government’. This argument has the effect of reinforcing the already popular view that realising cosmopolitan principles entails global political integration. For those who already endorse that view, my argument will act as supporting evidence; by contrast it represents a challenge to those cosmopolitans who have remained ambivalent about, or indeed have explicitly rejected, the need for global political integration

    The Long-Baseline Neutrino Experiment: Exploring Fundamental Symmetries of the Universe

    The preponderance of matter over antimatter in the early Universe, the dynamics of the supernova bursts that produced the heavy elements necessary for life and whether protons eventually decay --- these mysteries at the forefront of particle physics and astrophysics are key to understanding the early evolution of our Universe, its current state and its eventual fate. The Long-Baseline Neutrino Experiment (LBNE) represents an extensively developed plan for a world-class experiment dedicated to addressing these questions. LBNE is conceived around three central components: (1) a new, high-intensity neutrino source generated from a megawatt-class proton accelerator at Fermi National Accelerator Laboratory, (2) a near neutrino detector just downstream of the source, and (3) a massive liquid argon time-projection chamber deployed as a far detector deep underground at the Sanford Underground Research Facility. This facility, located at the site of the former Homestake Mine in Lead, South Dakota, is approximately 1,300 km from the neutrino source at Fermilab -- a distance (baseline) that delivers optimal sensitivity to neutrino charge-parity symmetry violation and mass ordering effects. This ambitious yet cost-effective design incorporates scalability and flexibility and can accommodate a variety of upgrades and contributions. With its exceptional combination of experimental configuration, technical capabilities, and potential for transformative discoveries, LBNE promises to be a vital facility for the field of particle physics worldwide, providing physicists from around the globe with opportunities to collaborate in a twenty to thirty year program of exciting science.
